Eligibility Requirements
Eligibility for this award is restricted to U.S. Cities. For the purpose of this FOA, a “city” is defined as a city-equivalent unit of local government, such as a town, village or other municipality. Consolidated city-county governments will be considered cities and will be eligible.
A city is eligible for funds under this FOA if all of the following conditions are met:
- The city government is included in the latest available U.S. Census of Governments as a currently incorporated government;
- The city government has a governance structure with an elected official and governing body; and
- The city government has the authority to implement the eligible activities under this FOA.
Federally Funded Research and Development Center (FFRDC) Contractors are not eligible for an award under this announcement, either as a prime recipient or as a team member.
Program Description
This initiative focuses on developing new, or refining existing, plans to integrate new energy portfolios (renewables, biofuels, etc.) and new applications, such as Smart Grid technology, into energy assurance and emergency preparedness plans. City governments will address energy-supply disruption risks and vulnerabilities in their plans to lessen the devastating impact that energy emergencies and supply disruptions have on the economy and the health and safety of citizens. Better planning efforts will help contribute to the resiliency of the energy sector, including the electricity grid, by focusing on the entire energy supply system, which includes refining, storage, and distribution of fossil and renewable fuels.
The objectives of this initiative are to:
- Strengthen and expand local government energy assurance planning and resiliency;
- Reduce the impacts from energy supply distributors; and
- Create jobs.
Cost Sharing
Cost sharing is not required.
