Eligibility Requirements
Eligible prime applicants include domestic non-profit and for-profit private entities, institutions of higher education, state and local governments, and Indian tribes. Eligible sub-recipients include (a) foreign entities whose effort, in aggregate, does not exceed 33% of the total project costs and who provide the minimum required cost share for its own portion of the project, and (b) Federally Funded Research and Development Centers (FFRDCS), National Laboratories and federal agencies with scope and budget less than 20% of the total project cost.
Program Description
Through this FOA the Department of Energy (DOE) seeks to increase the deployment of ground source heat pumps through new commercialization strategies that incorporate: 1) innovative commercial-scale or residential community technology demonstration projects; 2) data gathering and analysis related to system costs, performance, and installation techniques; and 3) a national geothermal heat pump certification standard. These strategies should address key barriers that have prevented this technically-mature technology from reaching its full commercial potential, including the high cost of installation, limited consumer knowledge and trust in geothermal heat pump systems, and the lack of business and financing approaches to deliver the technology in a cost-effective and ubiquitous manner in the marketplace.
Cost Sharing
- Topic Area 1 (Technology Demonstration Projects): The DOE is seeking recipient cost share of at least 50% of the total project costs. However, they will consider a cost share as low as 25%.
- Topic Area 2 (Data Gathering and Analysis): The DOE is seeking recipient cost share of at least 20% of the total project costs. However, they will consider a cost share as low as 10%.
- Topic Area 3 (National Certification Standard): Recipient cost share is not required.
