All domestic entities are eligible to apply, except other federal agencies and 501(c)(4) non-profit organizations that engaged in lobbying activities after December 31, 1995.
Program Description
In this FOA the Department of Energy (DOE) addresses photovoltaic-sourced solar electricity needs. The objectives of the FOA are to 1) develop the needed modeling tools and database of experience with high penetration scenarios of photovoltaics (PV) on a distribution system, 2) develop monitoring, control and integration systems to enable cost-effective widespread deployment of small modular PV systems and 3) demonstrate the integration of PV and energy storage into Smart Grid applications. Satisfying these objectives will accelerate the placement of high levels of PV penetration into existing or newly designed distribution circuits, facilitate increased growth of grid-tied PV installations and help to accelerate widespread commercialization of clean solar energy technologies in the United States.

Cost Sharing
- Topic Area 1 and Topic Area 2—Phase 1: The cost share must be at least 20% of the total allowable costs for R&D projects and must come from non-Federal sources unless otherwise allowed by law. Applications with cost share as low as 10% will be considered.
- Topic Area 1 and Topic Area 2—Phases 2-5: The cost share must be at least 20% of the total allowable costs for R&D projects and must come from non-Federal sources.
- Topic Area 3 and Topic Area 4: The cost share must be at least 50% of the total allowable costs for R&D projects and must come from non-Federal sources unless otherwise allowed by law. Applications with cost share as low as 25% will be considered.
